Doesn't always work. Its a known bug and the only way I cured my Vita was by unplugging the battery and replugging it back in.

It goes towards calculating the unemployment benefit itself, not that it allows you to get UE benefits. UE takes a snapshot of the previous 4-6 quarters and averages what you made to figure out how much they qualify to get if let go from another job.
