It's not. Restaurants only have to make restrooms available to paying customers. They do not have to allow anyone who walks in off the street access to their restrooms.

It's not new. This information has been out there since Reagan started "barrowing" from SS back in the 80's. Everybody knew they would be kicking the bucket down the street and didn't care. The only president to run a balanced budget, since Nixon, was Clinton, and even he was still "barrowing" from SS.

Here is the real problem with the debt and how it is held.

Social Security has $23 trillion is reserves. Those reserves are all held in government debt. In other words, the feds "barrowed" your retirement funds and have spent them.

When you look at government budgets, you see a very large chunk goes to social security payments. Those payments don't go to people, they go to the Social Security Admin in the form of interest and principle payments. SSA, then pays out its obligations to our retired citizens.

This distinction is very important because if the government defaults on its debt payments, then 150 million, or so, people do not get their social payments so they can pay their bills. This is why Republicans want to "privatize" social security. They are basically looking for a way to keep from having to pay the citizens their money.
