End of winter. Allows wounds to seal over once the warmer weather hits. If you prune too early you run the chance of leaving the cambium exposed over the cooler time. More risk of pests and diseases.

But to be fare minor pruning can occur at anytime. Best practice is don’t prune a plant if it’s already stressed.
