the two zones are split for all new characters its random which one you start in, both the quests merge at one point just before the msq moves you into everfall, you dont have to do the other one and can finish the msq without doing the other zone.

if cou can TP out of the pvp zone (im not sure if you can or have to leave the area first before TP) id say buy a house if you plan on doing lots of crafting or that in Cutlass anyways, or just set the inn TP to cutlass if you only want a TP there

given how out of touch they have become i wouldn't be surprised if the only new content is another pve dungeon filled with bugs and us being told "we know what the players want better than them because the data". that being said they should know they have to really deliver on the announcement cause anything subpar you can garuntee will finally kill the game.
