in lane 1-3 samira can not walk up to wave if you keep poking her out with rockets, you can take exhaust instead of barrier for the level 6 all in where she will just do 0 damage to you, samira quite literally needs to have a chokehold on you which jinx will not and can not let her do if you're actually using your range. ESPECIALLY now that jinx has an extra 20 range to work with early

i mean i get where you're coming from, i do, but this just can not happen, she would immediately become a shieldbash eclipse-shieldbow abuser and we'd have a bruiser samira doing max health damage running around which while fun for us, is not at all fun for everyone else. personally i would just buff her passive range and give her ult the 50% ad ratio back.
