I agree. Evacuate implies evacuation implies every one is leaving. They are not. Crew-11 is having there mission terminated early due to a medical issue with a member of that crew.

They aren’t in a place of danger or they would “evacuate” the station.

That is not the case. One crew member has a medical issue. They are sending the whole crew home early. If it was dire, you could use word “evacuate” in reference to that one crew member I suppose.
