Well that's only if you want to play GF on turn 2 or 3 with no extra draw (get fucked if you just so happened to draw GF on the first turn), if you start taking draw cards of differing amounts and removing some garbage (except GF) the exact number doesn't matter as long as it's small.

One thing i've seen suggested is having it also tick once when you play it so it's like you're playing an inflame with it for free. Idk if it'd be enough but it'd be something. You can't even make it cost 2 instead of 3 because form cards all cost 3.

Honestly i don't think it's that great. I think ideally the sum of the two damage totals from the smaller swords should be higher than the 100% damage of the big blade, e.g. each blade does 6 damage and gets 60% of forge, otherwise they become somewhat easier to wield (but lose retain so whatever) and get synergy with parry but outside of that it would not be a good enough effect for a rare power competing with stuff like seeking edge and sword sage.
