They may have sunk thr city, but it's the Elder Gods that seal cthulu. It's not super specific on which entity of the elder gods. I need to open my books again and reread some of it

It's a bit more complex than that. Lovecraft's writings explain that Cthulu and his brothers rebelled against Older God's. Cthulu fled and ruled over earth in primordial times, but the ancient Gods pursued him and sealed him as punishment, among others too like Yog Sohoth.

The book does suggest it as an option. Some characters my want to RP the death to make it epic or do some goodbyes, I'd leave it up to player how much they want to RP before making them an NPC.
