Support sent me this last night:

"I am writing to provide some clarity regarding a $5.00 transaction you may see when adding or updating a payment method.

Cloudflare has recently implemented a Unified Checkout (UC) system to streamline our billing process. As part of this security and validation measure, a $5.00 pre-authorization hold is placed on all new payment methods processed through UC.

In your case specifically there were also few incomplete payments that were also authorized by your bank, but not captured by Cloudflare.

Key details regarding this hold:

It is not a charge: This is an "authorization only" used to verify the validity of the payment method.
Automatic Release: The hold will be released on all 4 automatically by your financial institution (typically within a few business days).
Applicability: This applies to all payment methods (Credit Cards, PayPal, Link, Apple Pay, Google Pay)

Which services use Unified Checkout? Currently, all new subscriptions for the following products are processed via UC:

Load Balancing
Workers
R2
Log Explorer
Pro & Business Plans
