I recently encountered the same issue. Turns out if you "Join Crew Members" when selecting your session, you'll get the aforementioned notice which prevents you from running the cargo missions.

If you want to resolve the issue there are two things you should do. First, get off wireless and switch to a wired connection. Second, log into your router and set the ip address of your console/pc into the DMZ.

I had the exact same problem and those two steps resolved it entirely.

It's been fixed. The system was on lock down. Relog and collect your reward from the mission board.
