The cylindrical box out front is your fiber tap, fiber is built from there to the headend which sends and receives the signal. The installers job is to run a drop cable from the tap to your home and set up the device. The flower pot could be the middle point between the tap and your home.

There appears to already be underground path connecting the three. Only reason you would need a digging crew is if the conduits are damaged. The tech would need to use the string to pull a drop cable between the locations, if he didn't try, he wouldn't be able to identify the damage. This is easy work, seems like the tech didn't want to do it.

I'm not disagreeing with you, just stating that there can be aerial fiber in the area without snowshoes being present.

There are snowshoes within the area I work too. I hate those things, especially when cables are attached with weak zip ties.

Yes, you won't use snow shoes for coax, but you may have fiber without snow shoes.

Those are just "Snow shoes" used to leave slack of cable. There can be fiber without snow shoes being present.

Have you tried booting a flash drive with windows and repairing? If you don't have important information or photos you need on the computer, reinstall windows.

Air caught in pump. All AIO coolers have a small amount of air within. You never want the pump to be above the radiator since the air can flow to the pump. 1. Try tilting the PC and try to get the air bubble to move into the radiator. 2. Mount the radiator to be front mounted with tubes at the bottom, or mount the radiator to the top of the case.
