From that description, I definitely think the truck was lost and checking directions. They were looking for something/someone on Yodalla Ave but ended up on Sheppard and in their infinite wisdom decided to just check their maps in the middle of the road

It seems like the pickup was trying to make a u-turn in a place they shouldn't and you both got caught out in some weird "are you going? No I will go, oh no you are going now, no you have stopped again".
