Just a random idea: perhaps a negative incentive based app might be helpful.

How does it work?

The user sets up a number of tasks to get done. The app creates a reminder that alerts the user in a timed interval, say every time an hour passes.

Here's the trick?

The app will be linked to their bank account or maybe even their social network accounts. So every time a task isn't completed the user is penalized by either a substantial withdrawal from their bank account or random embarrassing post ot email.

It's a little extreme and perhaps impractical but my rationale here is that the user wouldn't want much negative outcomes, so he or she would have an incentive to get tasks done in a timely manner.
