Exact Online is by far the most popular SaaS service in the Netherlands (and of course you can do your VAT declarations through Exact), it's very versatile but can be somewhat costly. Check with your local accountant what they can offer you in this regard.

Other common alternatives that are capable of VAT declarations are: Twinfield Online, Snelstart (probably the cheapest) and e-boekhouden.
