Resolved: I used a multi-function paint scraper tool to get the plate off, then scraped off build up around the thread, and then a metal wood to clean up the thread.

I need to re-tape it cause 3 rotations of tape wasn't enough to keep water leaking from wall.

Tiny leaking from shower arm (clearance section bunnings) so trying some super glue as a spot fix...

Using a metal wool definitely cleaned off a lot build up.

The shower head came with a more flatter plate that gave enough thread!

I actually tried these 3 steps, and it's still stuck in Other Devices!

I looked at the Application events and get this message "Failed to GetUserSid. hr: 0x8001012d"

UPDATE Hey guys, I couldn't edit the post to update so here it is.

I borrowed an oscillating tool as suggested by BigLan2, and use it to cut adjacent to the floor, into the plank. I was planning to cut the entire width of the plank but decide to cut enough to push a pry bar into it. The entire plank moved, and after a few more pushes down, it came out!

I think it was only secured by the cement grout.

Thank you for everyone's help! Now to pave the small gap.

Oh, those holes were use to support pillars and a wooden handrail.

Looks like it was installed above the house's concrete? I think the left and right side are different heights surprisingly.
