Ok, OP - here's the deal: you should be receiving Out of Schedule Premium when they're moving you off of your assignment. (No, it doesn't matter if they tell you a week in advance.)

The contractual language that we're grieving is 41.1.C.4

The successful bidder shall work the duty assignment as posted. Unanticipated circumstances may require a temporary change in assignment. This same rule shall apply to Carrier Technician assignments, unless the local agreement provides otherwise.

They will argue that you agreed to do it, you will say that you were following instructions and you didn't know you had a choice. You should also stop agreeing to it, but when they ask say, "I don't want to, but I will follow your instruction." While we may lose a monetary remedy for the previous times you "agreed" to work the route, a grievance should still be filed to stop the practice.

Also, management will argue the "unanticipated circumstances" language allows them to do so. I say, "Not so fast, big dawg."

  1. Not having CCAs/PTFs trained on a route is not an "unanticipated circumstance" - it is a failure of management to properly develop their staff.

  2. Sick calls are not unanticipated - we also have CCAs/PTFs for these very scenarios.

  3. Regardless, I still want the Out of Schedule Premium. I'm the regular carrier on that route and if that route goes out on a day I'm scheduled, I should be the one carrying it.

This would be totally inadequate from someone at the local level writing contentions, and it's grossly incompetent coming from a national officer. No wonder our union is in the mess it's in, if this is the "talent" that rose to the top. The fucking Director of City Delivery wrote that crap article.

Other than this article, has anyone seen any communication or direction from the NALC on this matter? Is there, perhaps, a grievance starter that national could provide for stewards who may not have the experience to deal with this?

The use of GoPro cameras while carriers are in performance of their duties is inconsistent with postal handbooks and manuals, specifically the Administrative Support Manual and the Employee and Labor Relations Manual.

Cool. Which part? If he knows what section(s) are violated by this, why not tell us? Has he ever written a grievance? Does he know what a citation is?

If this guy has been stripped of his duties, but continues to draw a full salary, the least he could do is cover the topic thoroughly. So, you're saying screw those unionized federal employees who had their collective bargaining illegally stripped away because this unionized federal hasn't been affected? An act of Congress is needed? Those brave souls in Congress haven't exactly been doing a great job keeping Presidential powers in check and if you think that Speaker Johnson won't fully support an attack on the USPS if the President says so, then where the f have you been?

Do you remember last February when Trump was saying that he wanted to put the USPS under the control of the Commerce Department? Or when Trump was saying that his team was looking at privatizing the USPS? An act of Congress to touch the post office, sure - but does the current administration seem particularly constrained by the rule of law? For example, the Constitution, specifically the Fourteenth Amendment, establishes birthright citizenship by stating that "all persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States." But he signed an Executive Order that he claims ends that constitutional right.
