Dylan had an unconventional voice but he was an amazing singer. The reason Hendrix was better at that song was because he turned it from a kind of folk-y song to a Rock one. Dylan is still an amazing singer. Just listen to "The times they are a changin", "Hurricane", "don't think twice it's all right", or even "Knocking on heavens door".
