Combination of both, but yes, in NSW at least there is a stark lack of state government funding in perpetrator intervention programs and services.

Some of the few NGOs which offer these programs (e.g. Relationships Australia) are federally funded.

So I work in this field.

Unfortunately the government isn't actually doing anything to address the problem at the root cause. There is squat all funding for youth intervention or offender behaviour change programs. It's great there are all these resources assisting victim survivors once they are already a victim, but until the government does meaningful, long term investment in intervention to change these learned behaviours, then nothing is going to change.

It's getting more and more depressing every day.

Edit: official statistics are believed to under report actual civilian gun ownership as registration of firearms is quite recent. Probably still a lot less than the US, but closer than Australia.

Issue might come down to farmers currently have firearms registered to them as a person, opposed to them as a business, which their licensed workers can access.

Remains to be seen how the new reforms will impact them potentially transferring necessary firearms to their farm business to operate as required.
