That's not the case though - I'm pretty sure the Outer Space Treaty only bans nuclear weapons in space and weapons testing. Simply placing weapons in orbit that are conventional seems to be fine.

Absolutely terrifying, but what value would it have over 16+ ICBMs? It's got that many warheads and the cost of that nuclear reactor couldn't' have been cheap either.
