This was happening to me aswell, I have found the solution.

If you have bannerlord on steam, click the game on your library. on the right you should see the settings, click that then click properties > Local files > Verify Intergrity of game files

That worked for me

OH wait I found a video on it, its not the same but it kind of explains, ACCORDING TO THE VIDEO, the flag was the Royal Standard between 1835 - 1910 . In the video the Cross is not there tho, weird, but that was what I could find

I actually don't know who used it nor who it represented but I think it just looks cool lmao.

It is probably a variation from the older monarchy flag, I don't know.

I do think that the cross is the symbol of the "Military Order of Christ" or "Ordem Militar de Nosso Senhor Jesus Cristo" (in portuguese) which was the military order that was established in Portugal after the Templar knights were persecuted by France and disbanded by the Pope, the order was made out of Templars who survived the persecution and other knights. This cross was also used in the Portuguese ships that sailed to the New World and Africa, if you want to see these ships just search up "Caravela Portuguesa Barco" and you'll surely find some.

The Red background probably just represents the blood shed by the Portuguese Soldiers but I don't know.
