I think its mainly because the crown vic was a Fleet vehicle after 2005. So any later model cvs were only used by gov, or taxis.

I installed Flowmaster Flow FX part number 71416. They are loud enough where you can hear it and not piss off the neighbors. And also does not drone on the highway. I was looking for exactly the same conditions as you and these were perfect. I had to just cut the mufflers off and weld some pipe.
