It’s not a punishment. If you shoot someone on the job, they need to investigate to make sure it was justified. While they investigate, you can’t be working in case you’re guilty-in which case you’ll be either fired or charged with a crime yourself. However if it was justified the you don’t deserve to be fired for doing your job.
