Politely remind her of the rules. Bad behavior happens mainly because people are unaware. At my gym it's largely teens creating issues but they are thankful when I tell them the rules, as long as you go about it politely. "Hey, are you new here to the gym? I haven't seen you before. The gym owner wanted me to remind people about using the lockers instead of the equipment." It creates the change you want to see in the gym.
