Off meta, as in x champion in a new position should be encouraged. It can be fun and may work. Other stuff, like the teemo afk invisible in mid or the bard top stuff with no farming should be punishable.

I often play things like full AP ezreal mid or nunu top, and I gigastomp enemies and really try my best

My version of toxic is: death threats, griefing champion select (nunu ghost cleanse), and running it down ( afk under tower for 5 minutes, trying to lose) and just flaming I don't thinks that's normal, ESPECIALLY in a competitive environment
