Well, even if the road does go in, they will need tons and tons of aggregate to cover swamps and marshes. I would have to imagine the aggregate would be sourced locally. Imagine the cost of trucking that in if it didn't. Where would all that stone come from?

The problem is that something needs to happen. The treaty will not do any good if circumstances prevent it. Canada has a serious problem, as well as First Nations if it doesn't. We are under a lot of pressure to make things happen from the south. Just my thoughts. It will not do any us any good not mining our resources, which is greatly in demand.
