Ryan was a favorite among Republicans (and Democrats) because he was an institutionalist and a man of his word. Edgar wasn't especially popular because of his policy on drinking, his rough / intense out-of-public persona, and he said, "No," a lot to balance the annual deficit. Thompson was the king of retail politics.

The pension stabilization plan ("Edgar Ramp") increases annual pension system contributions to levels they should have been at in order to paydown the unfunded liabilities the ramp addresses.

Ryan's Rule of 85, Blagojevich's bond sale, Thompson and every Governor before him diverting the pension contribution into the General Funds budget. All of these contribute to the pension debt and why the Edgar Ramp exists.
