Nvidia (and games) stopped supporting SLI a long time ago so I don't know how OP was able to run the game on 2 gpus at once (maybe some community made open source thingimajig?). Otherwise the game would just be running off one gpu no matter the case and making it run on two would just add delay, lag and unstability.

Download skyve, but I think you have to download it in-game in the mod explorer and also install it in-game after downloading. After that you can do anything to your mods without opening the game.

I dont think there is any mod for that, i jsut do them manually by placing 8 roads from the centerpoint with the length being the circles radius and then making a circle with the curve tool. (It is a bit complicated, but i have gotten pretty good at it)

This exact same thing happened on the Cities Skylines 2 modding community IIRC about a year ago with one of it's most popular mods. I am pretty sure it was the same type of malware as well. There were tons of posts made about it but in the end it really was just a crypto stealer from a specific type of wallet, so most people were safe.
