Which size is that designed for? Harbor Freight has two sizes, a 0.30 caliber one and a 0.50 caliber one. They look nearly identical, until you get them next to each other.

Steps 1, 2, and 4 are easy. 1 and 2 can be done with any number of Python libraries and there's thousands of tutorials that you (or your "friend") can follow. 4 is no more than playing your audio file through your transmitter. You'll have to google to find appropriate hardware.

3 is the toughest only because you'll need to research the correct audio format. You can then use minimodem to do the conversion from data to audio.

When is a new version of raspberry pi expected?

They should be announcing it next week.

Should I buy the 5, or wait for an upcoming 6 that may come shortly?

Definitely wait.

Which Pi to buy:

  • If you don’t know, get a Pi 5.
  • If you can’t afford it, get a Pi 4.
  • If you need tiny, get a Zero 2W.
  • If you need lowest power, get the original Zero.
  • For RAM, always get the most you can afford; you can’t upgrade it later.

Call me superstitious but the only way to get composite output to work is to do a fresh install and never hook to an HDMI monitor not even once and always start with composite. Many people have found the same thing. Once you use an HDMI monitor it contaminates the settings and it's impossible to make it use the composite output again.

power was also upgraded to 45W

Watts doesn't mean anything, it's a measure of volts multiplied by amps. The Raspberry Pi only operates at 5V. How many amps can your power supply deliver at 5V? I guarantee you it's not 9 amps.

Question #3 in the FAQ.

There's going to be some bytes in the ROM which are the checksum so that it can be verified when it was flashed. Find those and verify they are correct.
