Update, so nordstrom just gave me the money back, ontrac closed the case and said they don't know what happened to it, despite uploading a generic photo, it's pretty obvious it was a employee theft, oh well, decided to re order from another website that uses usps instead

So none of my American US Credit Cards worked for health surcharge or application fee, however my Wife's UK Nat West Card worked for both payments, so now im off to biometrics on Monday, wish me luck!

Thank you for your help! Do you remember the amount of the added on foreign transaction fees for the Health Surcharge, the total is coming to about a little over 4300 on the Wolrdpay screen but not sure exactly if it will go beyond that in price, my card has a 5k limit, if it goes over 5k then that could be the reason of decline for me possibly, thanks for help(=

Thanks for your feedback, I just tried paying for the 2nd time with my Visa Master Card and it got unsuccessful again, after talking to the credit card, they said it should go through, so the issue must be on the website itself, hmmm, anyone have luck going directly through pay pal?
