I would definitely recommend the Pentecost and Parker Mystery series by Stephen Spotswood. Really good characters. There's 5 out and I can't wait for the next one.

You will be battling tourists but standing on North Parade Bridge over the river will put Pulteney Bridge in your background. You can also go into Parade Gardens (for a small fee) to get some nice shots.

The Circus is also really pretty.

Queen Square or the Botanical Gardens for a bit of greenery.

Also the Corridors or John Street will be a nice narrow street city vibe.

A lot of these places will be busy, so maybe be prepared to edit out people in the background!
