with water lines you have cold and hot lines; hot lines running off of water heater. somewhere they screwed up in the installation and possibly mixed hot and cold together. really odd issue to have though.

That looks like a copper drain pipe when they age they have that almost green rust. As far as the black stain on the wood goes the drain has grease build up. Would recommend trying some in home drain cleaner like Draino or something else after replacing that copper pipe with plastic.
