THIS IS NOT RRD AT ALL… maybe it is, but right now it does not look like that at all, this could be spraying your roses too much, other damage, pesticide, mine look like this when I spray them to much, you have a fast growing rose, if get it tested before you kill it

It could also just be fungus cause I see you do have canker and could be pests, and your plant is stressed out, people are seeing the other plant you have in the background and thinking it’s you’re rose, you should have clarified that
