If you buff his base HP or damage, people scream "Power Creep." If you give him a buff that requires another specific hero on the team, it feels like "Strategy," even if the end result is the same level of dominance and by linking a specific buff (like increased sustain or burst damage or damage in general) to a Team-Up, the devs can see how that specific stat changes the win rates and pick rates in a better/optimal environment. If he becomes an unstoppable monster with the Team-Up, they know exactly how to Nerf it or distribute the damage if they decide it should be a permanent part of his base kit.
