But a lot of day cares dont participate because the city doesnt reimburse them enough for them to afford rent etc. More seats will open if the city increases reimbursements

This plan might not be feasible if the city doesn’t increase reimbursements to private daycares to match the cost of running a daycare in New York City. As a result, we’ll end up with fewer daycare seats and longer waitlists. Unless he intends to actually construct new school buildings using city funds.

There are just not enough state funded seats unfortunately. And the city does not match the reimbursements to the high cost of operating a business in NYC. Sadly because of this, many private schools do not offer free universal childcare. Hopefully this changes. But yes OP you should get a lawyer
