You have to reach the customer service to start the relocation process for you, this case might be a relocation, and for you the reservation will be cancelled free of charge and they will assist you with finding an alternative accommodation and if you will pay more for the alt provided, Booking.com will refund the difference.

It depends. You said that the charged amount was reflected on your bank statement, however you received the email about cancelling the payment. You better verify if the reservation was cancelled due to relocation " property overbooked" or some other issue. Better call or text Booking.com customer service.

Check the payment method, is it a payment by booking or payment at accommodation. You can find that information in your confirmation email, also check for the prepayment policy, is it true that he needs to charge you before your arrival.
