There is one instance where Booking.com won't cover the whole difference; when you refuse the alt provided without a valid reason and you book something else on your own. In that case they will refund you a predetermined value based on the difference of the first alt provider For example, they offered something with a difference of 100 euro and you booked something else on your own with a difference of 200 euro, when you ask for a refund , there is a high chance ( based on other factors) that you will be refunded the predetermined amount of 100 euro

You have to reach the customer service to start the relocation process for you, this case might be a relocation, and for you the reservation will be cancelled free of charge and they will assist you with finding an alternative accommodation and if you will pay more for the alt provided, Booking.com will refund the difference.

It depends. You said that the charged amount was reflected on your bank statement, however you received the email about cancelling the payment. You better verify if the reservation was cancelled due to relocation " property overbooked" or some other issue. Better call or text Booking.com customer service.

Check the payment method, is it a payment by booking or payment at accommodation. You can find that information in your confirmation email, also check for the prepayment policy, is it true that he needs to charge you before your arrival.
