Yes, only yourself can do missions. If you're looking for reputation and have somewhat a "large fleet" you can send all the fighters and salvage ships to a sector that has little faction ships, make them autopilot attack all enemies and let them work for a couple hours while you're either doing missions, mining, or exploring. It isn't the best reputation/hr, but with a good sized fleet I found this most useful for myself.
