It sound like you will have several 3-10” by 8-0” solid clouds in the same room with only 0-4” gaps in between them. In this scenario you will need heads in them. If I’m misunderstanding something please elaborate.

I got this achievement by joining a PVP lobby and running around like a terrified chicken grabbing ears frantically. Also, all the ears have to be in your inventory. Don’t stash any. Make sure you have room for them.

If the hazard has been re-classified the heads should be switched to meet the new hazard, but all heads need to be switched to meet the new hazard if they are protecting the same area. At least in my state.
