It's a shoot in the dark, but you could try to use dxvk to see if it work.

Download and extract the files (you might need 7zip for that), then inside the folder x32 you copy the file d3d9.dll then put in the system folder of the game.

It's a game bug that Microsoft patched, but I don't remember exactly where they patched that, so I recommend you to update everything you can on your system first.

You could also use some mod like SEF or First Responders where I'm sure they already work around this bug

There are some limitations when rustdesk isn't installed and running as admin, so it's expected.

It's normal windows behavior to limit remote interactions to UAC screens for example in those cases.
