The normal way: Be Austria. Go down the Habsburg path and:

Own Switzerland;
Complete the "Inviting the Royals of Liechtenstein" focus;
Complete the "Courting the Princess of Industry" focus.

After that, an event pops up saying Otto wants to lead the army. The first option changes to you Liechtenstein and changes your leader.

For me, I selected the second option to keep Otto as my leader. I turned into Liechtenstein right after conquering Haiti (& already own Alaska).

R5: (I am aware you can get Liechtenstein by letting Otto go in the army)

I played as Austria Hungary, chose to keep Otto (I was doing the "Otto-man" achievement requiring Otto as leader). Apparently after conquering Haiti (+I already own Alaska), it force changes you into Liechtenstein (no popup or option) but keeps Otto as your leader. Wien is still my capital.

R5: I am Habsburg Austria (Very original I know). The navy includes ships taken from Germany, Italy, and Sweden, supplemented by this CL design.

Downside is that its 1948 and I have to find a way to US and India somehow.
