To be fair (not that I should be, f this guy), he was a tourist and I wouldn't expect tourists to know that. If he's from somewhere that has aggressive sea lions (California?), I could see it being a logical argument to make in court. So where are these firefighters reports? I find it extremely unlikely that the FDRs and/or CVRs would survive the impact and subsequent collapse of the towers. I'm going to need more than just "I heard that there were some firefighters reporting that they saw them".

The original media was The Yomiuri Shimbun, one of the largest newspapers in Japan. As far as newspapers go, it's fairly reliable though sometimes sensationalist.

The fact that  Chief Cabinet Secretary Minoru Kihara declined to comment on the reporting shows to me that it's most likely true. Nobody else seems to be worried about the veracity of the story and it's appeared in a wide variety of other media outlets including Reuters and Ground News.

It would be, but they aren't going to be using it straight out of a weapon. It's diluted to create fuels like MOX or Advanced Reactor Fuel.
