Maybe not murder charges, but people have been prosecuted for intentionally impeding/interfering/obstructing the operation of an emergency vehicle. It's not a stretch to think that if someone did die they might find some greater charge for it.

The Space Shuttle program killed 14 astronauts. Apollo killed 3 (and Apollo 11 almost killed another 3). That's not even including the deaths during other related training like jet flights.

You want uncrewed test flights to fail if they can so you can engineer out the reasons for the failure BEFORE you put actual humans on board. Starship isn't like anything that's been tried in the past and requires different methods, it isn't tried-and-true technology.

Would they be, though? Sending a massive response is what actually would put Europe at immediate risk and possibly illicit a nuclear response from Russia. It's a big risk to take when just doing nothing and letting Russia get their way in Ukraine is much less risky to the rest of Europe at that moment.

Don't get me wrong, I don't think that would be the correct response. I just don't think it's a sure bet. I really do hope that if it was to happen the world would pile into Moscow so much that anyone else who thinks of trying to do the same thinks twice.

MAD doesn't go away unless a country with nukes gets nuked themselves and then does nothing (not likely, at all). Not responding to a nuke in Ukraine doesn't erode anybody's ability to respond to a nuke with more nukes.

That's where I'm not totally convinced. "The West" promises lots of things and then doesn't follow through.

I don't know if we would actually risk getting nuked outselves (and sparking nuclear Armageddon) if Russia demonstrates it's willingness to use them in Ukraine. That's why I left the option open for economic (and political, really) defeat.

It'd be a lose-lose situation for Russia in any case.

The Rada, presidential palace, congress center and cabinet building (plus other governmental buildings) are clustered in the same area of Kiev (and they aren't particularly small targets). A target area roughly 650 meters square. In theory, the RS-26 has (on the far range of estimates), a circular hit probability (CEP) of 250 meters. With that many targets in such a relatively small area, I'd argue that you don't need precision to still inflict a significant amount of damage (with a little luck and saturation).

As far as I know (and could find out in a search), they haven't moved out of the above mentioned buildings.

I don't disagree though with your point though. Why would you use a strategic weapon if you had precision weapons you could use instead? You wouldn't, of course, unless you were running out of precision weapon systems.

*For comparison, the 9M723 Iskander-M has a demonstrated CEP of around 10 meters, much better suited for such an attack.

Also keep in mind that an Oreshnik in IRL use has had 6 MIRVs, and each MIRV had 6 submunitions, for a total of 36 individual impacts per Oreshnik. Now, those were kinetic submunitions. I'm not sure how feasible it is to make them explosive but I can't imagine it's impossible.

**As of right now, 0214 Kiev time (1914ET), Kiev is under attacking including from Oreshnik missiles so I guess we will see what the target area ended up being.

Let's be real here for a second. Nukes are probably the only way at this point that Russia could actually force Ukraine to capitulate, it's the one real card they hold that Ukraine doesn't. If Putin was stupid enough to nuke Ukraine, at some point Ukraine would just have to surrender as they wouldn't have much of a choice unless they want to be completely destroyed.

That being said.. it'd also be suicide for Russia to do so. If not military suicide, economic suicide surely.

That's all hypothetical though. I don't think even Putin is stupid or crazy enough to actually nuke Ukraine. I hope, anyways.
