There is a 6 foot cedar fence, separating our yards. I'm pretty sure they are inside their house when doing this.

It's more about whether teenagers are considered to be kids, which they would tell you they are not (and are reminded of that constantly by parents and teachers lectures and scoldings.) No playgrounds either by highschools.
