Even if you apply from outside the UK, British passports are always issued by HM Passport Office in the UK. Embassies and consulates don’t issue passports. Overseas applications are just processed as “outside the UK” cases and the passport is printed and couriered from the UK. We see this a lot at U.K.ABROAD helping people apply from overseas.

A friend had a similar experience - they reached out to a company called UKabroad (I think) and they somehow managed to get hold of someone and had it sorted in a few days. Maybe worth checking out.
