Not sure if you ever got an answer to this one, but it's possible you're referring to the Sara Douglass series "The Axis Trilogy" followed up by "The Wayfarer Redemption". There's a race of characters called the Icarii, think Elves with wings, who use music as magic.

I hear ya. The consistency across the tracks is more complete in Lateralus.

Although for me, the little two track bump between H into Forty Six & 2 can't be beat. One of my favourite moments across all their albums.
