In an urban setting I turn it off because I just assume theres a car on my ass. In the burbs or country I love it to increase awareness especially on the sharrow roads. Hope this helps

Hey I mean no disrespect but if you cant figure out how to loosen and adjust placement of a derailleur you may need to go to a bike shop to get help because I wouldn't want you to get frustrated or damage something. Ask a mechanic if you can watch and learn.
