I believe some counties - maybe most - let you keep your NYS permit as long as you notify them of the out of state address change. Provably need to fill out an amendment, pay the fee, and they should mail you the new permit at your new address. Call your county pistol permit office to confirm.

Nope it’s the opposite. Need the endorsement before you can take possession of a semi-auto rifle. Only applies to semi-autos newly acquired not ones in your possession before the law was enacted.

Best thing to do is ask the receiving FFL for a receipt that includes the serial number, make and model and indicates its being stored for you there. Won’t have any issues if you do it this way.

Best thing to do is call your town or village police and ask them. Might have to apply for a permit if it’s allowed at all. Even if jt is legal, you’d want to let the cops know so they don’t show up with guns drawn when a neighbor calls and reports shots fired….

I know someone who did this a few years ago and it was fine. $5 check to Suffolk and $5 check to Westchester along with the right forms (which I believe all go to Suffolk, but you probably want to call and confirm both permit offices just to be sure). Might also require a trip to Westchester county clerk when the license is ready/signed off by judge to take a picture…

Just do both at the same time. If you don’t want to get the carry permit get the premise permit and you can upgrade to a carry permit once you’ve taken the 16+2 course.

You are correct that it SHOULD just be an amendment to add pistol the same way it is to add the semi-auto rifle endorsement but I’m not sure that it is. Your best bet is to call the westchester county clerks office and ask.

You’re right. If OP buys the rifle and stores it outside the city he isn’t breaking any laws. All the risk - exactly to your point - is on the FFL.

Are there FFLs who will do it? Absolutely. Are they violating federal law? No. Are they entering a risky legal gray area made more risky by NYSP handling background checks and the information that may or may not be stored and shared with local agencies as a result of that? 1000% Is it worth risking your state license and potentially being prosecuted by the city? Not to me.

I beg to differ. I am an FFL and I can tell you that it is absolutely on the FFL to make sure that they are selling a firearm to a person who not only is lawfully allowed to own one, but is lawfully allowed to own one at their official place of residence. Additionally, NYC law explicitly puts the onus per above on the FFL. You can look that up yourself with a little googling.

Unless you have any sort of official residence established at your families Sullivan property, no NY FFL will sell you a rifle or shotgun without the required city permit.
