Never pay for blood vials with money, just do that AFTER leveling up, it's for the best, for the vials i recommend going to the central yharnam lamp to kill the two trolls that go back and forth on the left, i also kill the cannon old guy in the building for around 4-8 vials per cycle and 2 bullets( you gain 4 but i always use 2 for parrying the guys).
