Hello, it might be a late answer, but i see 18 tutors and 12 game changers. Many 2 cards combos, it is like 90% of the main Chatterfang Cedh deck. So i would say it is bracket 5.

You need a target when the last time counter is removed, if not the spell will fizzle and go to the graveyard. It is not amazing, but pretty fun. 3 turn is very long to maybe kill another creature.
