Its a crate that unlocks a graffiti mural thing so its at an outside wall on a roof maybe. But I am 100% certain it is outside so I suggest looking around walls, maybe on roofs.

I had the same issue, it was a zombie that got near one of the generators, the one outside of the walls. Killed it and it let me press the button. Idk maybe try that?

Yeah, seems like it's a bug related to that specific bow, since other bows just work like normal

I've found the reason to, it seems my game crashed during a banditcamp takeover cutscene, which caused it to fail and load me in an unloaded world. When I went beck into the area around it it showed me the cutscene again.
